Abstract
The purpose of this research are: 1) to develop problem-based learning model (PBM) in biology subjects to improve the prospective teacher in applying inquiry; and 2) to obtain the expert assessment of the accuracy of the PBM model developed. This research is the development (research and development) by using a systems instructional design approach. PBM model is developed based on a needs analysis biology teacher competence, and the review of the literature regarding the characteristics and process of problem-based learning. The result PBM model development is validated by two experts biology use instruments such as scale ratings on five aspects of the learning model of the structure (syntax), the social system, the role of the studyr, support system, and instructional impact. Data evaluation from expert is analyzed by descriptively. The early stage of this development is created PBM model on three subjects biology, namely biology Learning Strategies, I PPL and PPL II to improve prospective teacher in applying inquiry. PBM model structure on the three subject consists of three stages: problem identification, planning, problem solving, implementation of problem solving, presentation of the results of troubleshooting and problem solving reflection. The fifth stages of the PBM model implemented in several cycles repeatedly solving during one semester. The expert assesses PBM model that is developed accordance with the characteristics of problem based learning and its good to enhance the competence of prospective teacher in applying inquiry.
